You can't make vector graphics in PS at all. Try Illustrator, flash etc

gudo1 - not true. You can make vector graphics in PS, they just get rendered to rastra in-ps runtime, the vectors themselves remain and are editable. Tho "vector art for games" is too broad to recommend any single tut :D just learn basic drawing and how to use vectors and it will be allright.

if you have zero knowledge in that - you can check out http://www.2dgameartguru.com/ very simplistivc but is something.

That is because its raster, its pixels. you cant make 1px smaller than 1px. If you are using vectors The vector form will remain and if you upscale it all will be ok but it cant get smaller after a certain point. if you are using raster visuals(sprites)  in your games, then you should not be doing that either way.

Also if you are using photoshop and scaling simple images you can change scaling mode - in upper bar. under Interpolation. There you can choose if it leaves it sharper, smoother, nearest pixel when you scale the image.

I use Inkscape. You can find loads of Inkscape tutorials on 2dgameartguru.com. It's where I learned to make art.
