Does this mean that game need to be written in C for iOS or Java for Android? Then in unity engine you can't even make native apps?

As far as I understand it: An android .apk compiled with Unity or other technologies that export an .apk and run on an android device without a plugin (and can take full advantage of android hardware acceleration, google APIs, etc) is native. An html5 game that happens to run on mobile in a browser is not native.

I think most people wouldn't count html5 wrapped games as native, even if they're in a standalone .apk and use WebGL.

Anything with OS functionality is "native app".  These are installed.

Anything without OS functionality is "web app".  These typically run in the browser.

Wrappers of web apps that extend functionality to the OS are "hybrid app".  As these are installed and provide OS functionality, they are arguably a subset of native app.  Just like a Browser is considered a native app.
